Should you apply when you are missing job requirements?
Distinguish essential requirements, related experience and skills you could learn. A practical example helps you make an honest application decision.

Short answer
There is no universal percentage rule. Check which requirement is missing, how firmly it is stated and whether you can support related experience. A mandatory formal qualification is different from a preferred tool. Ask if the vacancy is unclear.
A worked example
Fictional project-assistant role: workshop planning, school coordination and budget administration. Mira has done the first two tasks, but has no documented budget experience.
Before
I meet most requirements and am certainly the ideal candidate.
After
I have organised twelve workshops with six schools. Budget administration is not part of my documented experience. Does this task require independent responsibility from the start?
Essential is different from preferred
Mark words such as “required”, “essential” or “preferred”. Also check whether the work can be done without the qualification at all. Wording can be ambiguous; a question is better than an invented skill. A fit score alone cannot resolve this.
Explain related experience concretely
Describe the similar task and its scope. Coordinating schedules can support organisational experience, but does not prove budget responsibility. Avoid calling experience equivalent if you cannot explain the difference. A concrete case makes your statement reviewable.
Make a deliberate decision
If the gap concerns a preference and you can support the core tasks, you can consider applying. Describe the gap honestly and mention a real learning step if one exists. Clarify an uncertain mandatory requirement first. Keep the vacancy so you can revisit the basis for your decision.
